Egypt has undertaken an extensive and costly road-building program, primarily under President Abdel Fattah el-Sisi's National Roads Project, launched in 2014. The massive infrastructure effort aims to expand the country's transportation network to support economic development, connect new urban centers, and ease congestion
The National Roads Project
This flagship initiative includes the construction of 7,000 kilometers of new roads and the upgrading of 10,000 kilometers of existing ones. The plan's key goals are to:
Increase accessibility between governorates and to industrial and agricultural areas.
Stimulate economic development in less-developed regions.
Absorb population growth in densely populated areas by connecting to new cities.
Improve logistics by linking ports and production centers.
Enhance national and foreign trade by connecting domestic roads to international networks
Key road projects and axes
Egypt is focused on creating integrated logistics corridors that link production areas to sea and dry ports. Major projects include:
Integrated Logistics Corridors: Seven major corridors are being established. These include links between Alexandria and Suez, Cairo and Aswan, and the Red Sea and Mediterranean ports.
The Regional Ring Road: An important project with international specifications that links all major highways and reduces congestion in Cairo by diverting heavy transit trucks away from the capital.
Cairo-Cape Town Road: A Pan-African initiative, with Egypt completing its high-quality portion of this ambitious project to connect the continent.
Red Sea to Chad and West Africa Road: A new 1,720 km road project, with construction set to begin in late 2025. It will link the Red Sea to Chad and Libya, opening new trade corridors for North and Central Africa.
New Urban Communities Links: New road networks are essential for the 32 new "fourth-generation" cities under development, including the New Administrative Capital and New Alamein.
Red Sea Bridge to Saudi Arabia ("Moses" Bridge): A $4 billion project to build a bridge across the Red Sea, connecting Africa and Asia. Construction is expected to begin in the near future
Economic and social impacts
The road projects have already had a significant effect on the country:
Economic stimulation: A 2023 study found that the National Roads Project revitalized the national economy by improving accessibility and efficiency.
Improved road quality: Egypt's Road Quality Index ranking rose from 118th in 2015 to 18th in 2024, demonstrating improved quality across the network.
Congestion and safety: New bypasses and bridges are designed to reduce congestion and improve safety. However, some newly constructed urban roads have been criticized for confusing design, leading to reports of accidents and gridlock.
Controversy and criticism: Critics argue that the infrastructure blitz, much of which is carried out by the army, is part of President el-Sisi's "new republic" strategy. Concerns have also been raised regarding the environmental impact and the subordination of private capital to state needs.
