The stretch of river between Cairo and Luxor has low bridges, barrages and locks that the modern cruise fleet can't reliably pass, and nothing much to stop for along the way. Long-distance Cairo-to-Aswan sailings existed historically and a very small number of operators still run occasional repositioning voyages, but they are rare, slow and expensive, and they are not what is being sold when a package says "Nile cruise from Cairo".
What that phrase means in practice is: Cairo hotel nights, an internal flight south, then the cruise.
