On a pristine headland on the Mediterranean, west of Alexandria, one of Egypt's most ambitious new cities is taking shape: Ras El Hekma. Launched through a landmark deal worth around $35 billion — the largest foreign investment in the country's history — it aims to transform a stretch of beautiful, largely untouched coast into a glittering "next-generation" Mediterranean city of resorts, marinas, and business districts. Sometimes called a "Dubai on the Med," it is one of the most significant, and most debated, projects in modern Egypt.

على رأسٍ بكر على المتوسّط، غرب الإسكندرية، تتشكّل واحدةٌ من أكثر مدن مصر الجديدة طموحًا: رأس الحكمة. أُطلقت عبر صفقةٍ تاريخية بنحو 35 مليار دولار — أكبر استثمارٍ أجنبي في تاريخ البلاد — وتهدف إلى تحويل شريطٍ من الساحل الجميل البكر إلى مدينةٍ متوسّطية «من الجيل القادم» متلألئة من المنتجعات والمراسي وأحياء الأعمال. وتُسمّى أحيانًا «دبي على المتوسّط»، وهي من أهمّ مشروعات مصر الحديثة وأكثرها إثارةً للجدل.

Ras El Hekma began with a headline-making deal signed in February 2024 between Egypt and ADQ, an Abu Dhabi sovereign wealth fund. Worth around $35 billion, it was the largest single foreign investment in Egypt's history, and delivered a huge injection of foreign currency at a moment when the Egyptian economy badly needed it. Under the deal, a consortium led from Abu Dhabi gained the rights to develop the site, while the Egyptian state retained a 35% stake — making Ras El Hekma as much an economic event as a building project.

The master plan is vast. Spread across some 170 square kilometres and designed for around two million residents, Ras El Hekma is envisioned as a complete, year-round city rather than a seasonal resort. Plans include a yacht marina, an international airport, a free zone and financial district, golf courses, hotels, and around 44 kilometres of pristine white-sand beach on turquoise water. Built as a modern "smart city," it is intended to become a leading Mediterranean destination for tourism, business, and living, blending coastal leisure with Bedouin heritage.

What was a quiet, beautiful headland is now a major construction site. With a master developer appointed and major contractors engaged, work has been advancing since 2024 — earthworks, roads, and the first residential precincts are taking shape, with the earliest handovers expected from 2026 and the full city to be delivered in phases over many years. Given its scale, Ras El Hekma is planned as a decades-long project, gradually unfolding into one of the largest new developments anywhere on the Mediterranean.

Ras El Hekma is genuinely debated. Supporters argue it rescued Egypt's finances at a critical moment, will attract huge further investment, and creates a world-class destination and hundreds of thousands of jobs. Critics question selling development rights to so large a stretch of prime coast, worry about the environmental impact on a pristine shore, and ask whether ordinary Egyptians will truly benefit. As with Egypt's other megaprojects, its ultimate success — economic, social, and environmental — will only become clear as the city actually rises.
